The Governor's Inter-Agency Heroin and Opioid Coordinating Council was created as a subcabinet in February 2015 (Executive Order 01.01.2015.13).

Member agencies of the Council share all relevant information to support the State's response to the heroin and opioid epidemic. Recommendations for policy, regulations, or legislation that would facilitate such sharing of information may be developed by the Council.

Meeting quarterly, the Council is responsible for determining funding for strategies to combat the opioid crisis through prevention and treatment. Grants to State agencies, local governments, and private community-based programs may be awarded for 24/7 crisis response services; identifying those needing treatment; and expanding alternatives to incarceration, including drug court programs, day reporting centers, reentry programs, and increased clinical services. Moreover, grants may be awarded for marketing the State's behavioral health hotline; law enforcement strategies to dismantle drug trafficking; and intensified outreach and education efforts.

Biannually, the Council reports to the Governor on what each member agency is doing to address heroin and opioid treatment, overdoses, education, and interdiction. Through the Maryland Department of Health, the Council annually submits to the Govenor and the public the Inter-Agency Heroin and Opioid Coordination Plan.

Six members constitute the Council. The Secretary of Health serves as chair.
