Report to General Assembly on results of study to design & implement residential clean energy loan program due Oct. 1, 2016 (Chapter 593, Acts of 2016).

Report to Senate Finance Committee & House Economic Matters Committee on study of green banks & clean financing initiatives due Dec. 1, 2015 (Chapter 365, Acts of 2014).


In October 2008, the Maryland Clean Energy Center was authorized by the General Assembly as an instrumentality of the State.

The Center works to promote economic development and employment in the clean energy industry sector in Maryland (Chapter 137, Acts of 2008). The Center also serves to deploy clean energy technology throughout the State; incubate the development of the clean energy industry; collect, analyze, and share clean energy industry data; and provide outreach and technical support for the growth of the clean energy industry in Maryland.

Four financing programs are administered by the Center: the Maryland Clean Energy Capital Program; the Commercial Property Assessed Clean Energy Finance Program; the Maryland Home Energy Loan Program; and the Maryland SAVES Green Communities Program.

Established as a nonbudgted entity, the Center now may use the Maryland Energy Innovation Fund created in July 2017 (Chapters 364 & 365, Acts of 2017). From the Fund, the Center may make grants and loans; provide equity investment financing for business enterprises; or guarantee loans, equity, investments, or other private financing to expand capital resources for business enterprises.

The Maryland Clean Energy Center originally was located at the Universities at Shady Grove at Rockville, part of the University System of Maryland, and moved to its West Street, Annapolis site in December 2013.

Nine members constitute the Center's Board of Directors. Eight are appointed by the Governor with Senate advice and consent to four-year terms. One serves ex officio. The Board is assisted by the Advisory Committee, and may establish other committees as needed. With the Governor's approval, the Board appoints the Executive Director (Code Economic Development Article, secs. 10-801 through 10-854).
